house under constructionA building permit is a license which grants legal permission to start construction of a building project.  It allows the enforcement of the codes which have been adopted as law by a state, county, township or city to protect the public health, safety and welfare.  A permit also provides the means for Code Officials to inspect construction to ensure that minimum standards are met and appropriate materials are used. 
Building permits are required for the following:
  • All new construction 
  • Additions
  • Alterations
  • Alterations involving structural members
  • Garages, carports, and other accessory structures (sheds, etc)
  • Fences and decks
  • Fire damage repairs of any nature
  • Wrecking
  • Moving buildings
  • Swimming pools
  • New or replacement furnaces, air conditioners
  • New or alteration or additions to an existing plumbing installation
  • New or alteration or additions to an existing electrical installation
  • Antennas (cell towers)
  • Change or use of occupancy
  • All roofing/reroofing and second layer needs a permit as well
  • New or alterations to slabs, steps, sidewalk, driveways, driveway extensions
  • New or replacement building mechanical service equipment
  • Tents
  • Signs
  • All new siding and replacement siding and new or replacement exterior finishes

Basic Requirements for Construction of a Single Family Home - Download Requirements
The following are required BEFORE a permit is issued (items 1 - 4)

  1. Complete Forest Park's Building Permit Application and pay the minimum processing fee ($295).
  2. Complete Forest Park's Right-of-Way Permit Application.
  3. Provide three complete sets of residential construction document plans, plus one in PDF format, including at a  minimum:
    1. Index of drawings on the first sheet with code data.
    2. Site plan based on a boundary line survey by an Ohio registered surveyor, with north arrow, location of proposed construction (dimensioned), property line/side/yard/setback, street names/locations, utilities, all dimensions, elevations, and site drainage.
    3. Floor plans with all spaces described and dimensioned; stairs, door swings, ramps, windows, shafts, wall types, fireplaces/chimneys.
    4. Exterior wall envelope, footing and foundation plans, including flashing, drainage, membranes, vapor retarders, window and door U-values, insulations R-values.
    5. Sections, including wall/ceiling/floor/roof materials and connections, connections, and details.
    6. Structure, including materials, grades, locations, dimensions, connections, and details of all structural elements.
    7. System descriptions, mechanical, electrical, plumbing systems descriptions and locations.
    8. Accessibility, any accessibility provisions required or intended.
    9. Energy code details, including design and method.
  4. Provide letters of sanitary sewer (MSD) and water availability (CWW). Applications should be submitted to the agencies rather than to the City of Forest Park at the following addresses:

  5. Electric and Plumbing permits are required prior to start of work, and must be obtained from other agencies at the following addresses:
