Residential Tree Removal Program

Over the years our urban forest has taken a beating.   From aging trees to various infestations (Emerald Ash Borer), large segments of our trees have died or are dying. This situation is not unique to Forest Park. Communities throughout Ohio are experiencing the same devastating problem.   However, what is different is Forest Park’s determination to develop a long-term, comprehensive solution.

The City long-term goal has always been to ensure the vitality and diversity of its urban forest. This is seen through a variety of forest management programs which have included street/park tree maintenance programs, the Chipper-Chipper and Christmas Tree Drop-off Programs, and the “Reforesting” Forest Park Program.   The final piece of its urban forestry management program was the Residential Tree Removal Program that began in 2018.

Residential Tree Removal Program

Goals

  • To provide financial assistance in the removal of dead and dying trees to single and double family households.
  • To identify and enlist the services of tree experts.
  • To remove potentially dangerous and unsightly trees.

 

Program Description
1.   Funding
  • The Environmental Program will place $15,000 in their 2019 budget for residential subsidies.
  • Subsidy will be 50% of the cost of the tree removal up to a maximum subsidy amount of $500 per household.
  • Subsidies will be allocated to households according to the order in which they registered.  If more households register than the subsidy can provide for, these households will be placed on a "waiting List" in case those households who want to use an "alternate" contractor fail to meet the established guidelines and time frame (see description below).
  • Subsidy will help fund the removal of trees ONLY.  Any cosmetic work such as stump removal and grass seeding will be contracted separately with the contractor and directly paid for by the resident.
2.  Registration and FREE assessment/cost estimates
  • November and December 
    • Registration will be at the Community Development Office window in the City Municipal Building. 
    • Residents must register to receive a FREE assessments and cost estimate from ArboRx Tree Specialists. 
    • All site assessments will be completed.  Site assessments include marking eligible trees, taking site (tree) photos, and providing tree removal cost estimates.

3.  Tree Removal

  • January and February
    • The wood can be removed from the property or kept on site for the resident.  Let your arborist know what you want to do before the final cost estimate. 
    • Stumps can not be higher than 7 inches.

    ArboRx Tree Specialists

    ArboRx Tree Specialists are certified arborists.  They are fully insured up to $1 million for any problems or accidents.

    Residents have a Choice!

    Residents can work directly with ArboRx Tree Specialists or contract with another contractor.

    1. ArboRx will contact residents at a later date to schedule a time in March when they will return to remove the tree(s).
    2. ArboRx will remedy any concerns or questions to the satisfaction of the resident.
    3. ArboRx will provide the resident with an invoice with the 50% subsidy deducted from the final cost (Tax not included in final cost calculations).
    4. ArboRx will give the resident a questionnaire w/a stamped, self-addressed envelope.  Residents are encouraged to complete the short questionnaire and mail it back to the Environmental Program.

    1. ArboRx will provide resident with City guidelines that must be followed in order to receive Environmental Program subsidies.
    2. Environmental Program will mail a letter to residents re-affirming the City guidelines.  Upon receipt of the letter the residents will have 30 days to contract with a contractor.
    3. Only trees marked by ArboRx will be eligible for removal by the alternative contractor.
    4. Residents must submit the following information to the Environmental Program before removing tree(s):
      • copy of signed contract/invoice
      • copies of arborist certifications
      • copies of insurance policy and Workers Compensation policy
    5. Once the above information has been received and reviewed by the Environmental Program, the resident will be notified by letter stating whether or not all information is in order and the tree removal can begin. Residents can ONLY begin removing trees AFTER a letter has been received acknowledging all information has been properly submitted.

    * IMPORTANT *

    1. If the Environmental Program has not received the required information within 30 days, the residents no longer is eligible for subsidies reimbursements and must re-register for next year.
    2. If tree(s) have been cut down BEFORE permission to proceed has been given by the Environmental Program, the resident IS NOT entitled to any subsidy reimbursement.
