Solid Waste/Recycling Collection Contract

On August 4, 2008 the City of Forest Park approved a contractual agreement with Rumpke of Ohio, Inc. to provide all solid waste/recycling collection services for single and two-family households.  This contract provides residents with "Full Service" benefits (see below).
 
On October 1, 2011 the City of Forest Park modified the contract to include a new, less expensive level of service.  The ECO-Tier Program is designed for those residents who generate less solid waste and thus do not need the level of collection services provided by the "Full Service" program.

Full Service Program Description
 
 
  • Contract length - 5 years (October, 2008 thru September, 2013)

  • Residents affected - ONLY single and two family households.  Apartment complexes and businesses are not included.

  • Full solid waste collection services - residents can place up to SIX 32-gallon trash containers or 10 large garbage bags per week (or a combination of both - Example: 4 trash cans and three trash bags).  Please remember that a Rumpke solid waste tote (96 gallons in size) is the equivalent of THREE 32-gallon trash containers when you determine your weekly allotment. 

  • Curbside recycling collection services - provided at NO ADDITIONAL COST.

 
 
Program Benefits

 

  • Lower monthly solid waste collection costs

    In 2008, the solid waste fee was $18.81/month.  The contract lowered the monthly fee to ONLY $17.00/month (this rate has not changed since the implementation of the contract in 2008).
  • Lower monthly rental price for Rumpke's large, brown 96-gallon solid waste tote

    In 2008, the rental fees for a large Rumpke trash can was $3.50/month.  The contract lowered the fee to ONLY $1.00/month. 

  • Larger curbside recycling tote

    In 2008, Forest Park residents only had access to the small, red 18-gallon recycling bin.  The contract provided residents a CHOICE between the smaller, red 18-gallon recycling bin OR a larger 64-gallon recycling tote with a lid and wheels.
     

  • Large item (items over 75 lbs) collection

    In 2008, residents had to pay $10 for every large item placed on the curb for collection.  The contract considers large items the same as one 32-gallon container.  Therefore, if a resident puts out only FIVE 32-gallon containers, the large item will be collected AT NO ADDITIONAL COST.

    You must notify Rumpke at least 48 hours in advance of your weekly solid waste collection day if you are going to place a large item on the curb.  Items containing Freon must still be drained by professionals with a "Freon Recovery Statement" attached before Rumpke will pick it up.

Rumpke's "Appliances Containing Freon" Policy
 
Freon must be removed by a certified professional before placing the item on the curb.  The professional will attach a sticker signifying that the Freon has been removed.  If Rumpke is picking up the appliance, they request that you complete a "Refrigerant Recovery Statement" form and attach it to the appliance (put in a plastic bag in case it might rain) when you place it on the curb. 
 
 
 
Rumpke's Special "Haul-It-Away" Services
 
Rumpke's newest service line - Rumpke Haul-it-Away makes garbage collection and disposal easier for you!  Haul-it-Away, Rumpke's full-service garbage collection team, can remove all unwanted items such as old furniture, appliances and construction debris, from any location at a home or business.  No need to prepare or bring items to the curb!  The Haul-it-Away team will collect the items directly from basements, garages or other storage locations and properly dispose of them through recycling, charitable donations or landfill disposal.

Rumpke's Yardwaste Collection Requirements
 
Rumpke will collect yardwaste according to the following requirements
 
Limbs and branches
  • Limbs and branches no longer than 4 feet in length
  • Limbs and branches must be tied in bundles no larger than 12 inches in diameter
  • Each bundle is the equilvalent to one 32-gallon trash contain
    (a maximum of six 32-gallon trash containers are allowed for collection each week)
Bags of leaves
  • Place bags of leaves beside trash containers
  • Bags can be either paper or plastic
  • Leaves will be landfilled and not composted 
  • Each bag is the equivalent to one 32-gallon trash container
    (a maximum of six 32-gallon trash containers are allowed for collection each week)

Billing Changes

 

Beginning October 1, 2008, solid waste/recycling collection fees will be included as a line item on your quarterly Greater Cincinnati Water Works (GCWW) bill.  However, if residents have outstanding water bills after October 1, Rumpke will continue to bill you directly for that back payment. 

 

Therefore, if you have running water, you will get a solid waste bill along with your water bill. 

 
Important things to know..........

 

  • Residents who own duplexes

Duplexes usually have two water meters (one for each side) with a separate water bill for each.  The original bills are mailed to the owner of the duplex.  The owner can request GCWW to send a copy of the bill to residents renting their units

 

  • Residents who own a vacant house

If the water remains on, the owner will still receive a solid waste bill.  The only way a homeowner can avoid solid waste collection fees is to have the Greater Cincinnati Water Works (GCWW) turn off the home's water.  If the homeowner needs to have the water on to show the home, contact GCWW and they will come out in a matter of days to turn the water back on.

Curbside Recycling
at no additional cost
 
Forest Park residents can participate in curbside recycling AT NO ADDITIONAL COST.  With the new waste contract, residents CAN CHOOSE which size recycling container they want to use.
 
Contact the Environmental Awarness office to order a recycling container.  We have 18 gallon recycling bins in storage and can deliver one to your door step within 1-2 working days.  For the larger 65-gallon recycling tote, we must contact Rumpke and arrange for its delivery.  It usually takes Rumpke 4 to 14 days to deliver the container.
